A prosecutor’s failure to entertain a complaint about mistreatment in Trabzon, citing a decree with the force of law, entails irresponsibility to an extent not even witnessed in the days of 12 September. The Venice Commission, which is drawing up a report into the decrees with the force of law, has indicated that this implementation is very dangerous in that it is an instance of penal irresponsibility.
