Vote and Beyond announces referendum report: More votes than voters emerged at 2,397 ballot boxes (21.04.2017)
Vote and Beyond, having accessed 94% of the records in the referendum, compared the records in its possession with Supreme Election Council records. It identified discrepancies in the distributing of nearly 9,000 votes. However, the effect of these discrepancies on the overall result is low.
cumhuriyet.com.trOut of 166,679 ballot boxes throughout Turkey, members of Vote and Beyond checked 158,181 against the data in its possession. Hence, it has accessed the result at 94.9% of ballot boxes. However, there are discrepancies in the distributing of votes cast at 290 ballot boxes.
So, what influence do these discrepancies have on the result? 0.22%. Given that there was a redistribution of about 5,000 votes as against official ballot box result records and counting and sorting tables, the direct effect this has is stated to be around 0.01%. Vote and Beyond has detected in its analyses that more votes were cast than the number of voters at 2,397 ballot boxes.

A unanimous ‘Yes’ emerged from precisely 960 ballot boxes. The total number of votes involved is nearly 90,000. On the other hand, ‘No’ emerged unanimously from 173 ballot boxes around the country. In this case, the total number of votes is 6,739.
The provinces from which Vote and Beyond was unable to obtain a great many records were Bayburt, Erzurum, Ağrı and Gümüşhane. There was a penetration of less than 40% in these provinces.
How did Vote and Beyond conduct this study?
Vote and Beyond, which has conducted independent ballot box witness activities with thousands of volunteers in earlier elections, changed its tack in this poll. It collected records from both people at the ballot boxes and political parties with a mobile application. Then it compared them with the Supreme Election Council’s results.
