According to Yıldırım, the problem was in 1923

Prime-Minister Binali Yıldırım’s criticisms of the parliamentary system took on a fresh dimension in statements he made yesterday. Yıldırım made the striking pronouncement, ‘Look at the parliamentary system since 1923 – it has always been a problem’ in his speech in which he argued that the problem with the parliamentary system was of 94 years’ standing. Yıldırım, saying that the problem was with weak governments and electing the president, commented, ‘The president will be elected but they don’t let this happen. Who is to elect him? There are unseen partners in Ankara.’
